Anthony Liu - Qingdao, BDP China

BDP Station Manager - Qingdao & Dalian, BDP China
Outstanding Customer Service Award Winner

Anthony Liu, Station Manager - Qingdao & Dalian, BDP China was nominated as an Outstanding Customer Service Award Winner for his persistence and unyielding support with a critical, high profile export shipment for our valued customer, W.R. Grace and Co.

In July 2009, Customs officials in Qingdao, China examined and seized a 17-container export shipment of rare earths, destined to the US, at the load port in Qingdao, China. The seized containers were stopped at the load port where local Customs officials held the cargo in order to arrange a 3-level-examination. The purpose of the commodity inspection was to determine if rare earths exports from China to the US required an export license. According to Mineweb.com, "The Chinese government will tighten its administration on production and exports of rare earths in the next six years, according to a 'Rare Earths Industry Development Plan in 2009-2015' drafted by the country's Ministry of Industry and Information Technology."
.
Seven weeks later, the entire 17-container shipment was finally approved for export to the US without a license. The successful outcome is attributed to the productive meetings with local Customs officials in Qingdao, Anthony's daily Customs and container status updates to the BDP and Grace Teams, and for the extensive regulatory & commodity research -with translations in English, to keep all parties well-informed day over day.

Although BDP and Grace anxiously awaited a final decision from local Customs officials relative to the license outcome, Anthony cautiously reminded our teams that "there would be larger problems if we couldn't do everything OK for this export. We've got to give time to the local customs."
With that said, the regulatory research and meetings, coupled with tight communications and a ton of patience, paid off. Due diligence was successfully completed and now in place for future shipments: Additional export containers of rare earths could now be exported in 2009, from China to the US, without an export license.
